Macau’s Chief Executive candidate vows to prioritise new gaming law??

As the sole candidate for Macau’s Chief Executive (CE), Sam Hou Fai has outlined an ambitious policy agenda aimed at both regulating the city’s gaming sector and driving economic diversification.   

Speaking at a presentation and Q&A session on Saturday, Sam addressed key issues such as the gaming industry’s dominance, the need for stricter regulation, and the broader vision of developing Macau into a diversified economic hub.???

Sam said he would prioritise the regulation of Macau’s lucrative gaming industry. He acknowledged its crucial role in the city’s economy and employment but emphasised the importance of enforcing a new gaming law. His plan seeks to maintain a healthy, well-regulated industry that contributes to economic stability while curbing potential negative impacts.   

Sam stressed the importance of ensuring that the six gaming concessionaires fulfil their obligations, particularly supporting non-gaming sectors and small-and-medium-sized enterprises (SMEs). By enforcing strict regulations, Sam aims to prevent the recurrence of issues linked to the sector’s previous unchecked expansion.  

Economic diversification and SME support  

One of the most pressing goals in Sam’s agenda is diversifying Macau’s economy beyond gaming. He pointed out that over-reliance on the gaming industry could leave the city vulnerable in times of crisis.   

To address this, Sam plans to focus on supporting SMEs and exploring future market trends. He highlighted the need for research and consultation with industry leaders to identify sectors with growth potential. Furthermore, he underscored the importance of providing vocational training for casino employees, helping them transition into other fields should they seek career changes or face layoffs.  

Revitalising Macau’s tourism industry  

Sam’s strategy includes broadening Macau’s appeal to international tourists, particularly those from Southeast Asia, South America, and Europe. He proposed working with gaming operators to set up tourism offices abroad, helping to promote Macau as a desirable destination. ??

This aligns with the ongoing push to diversify tourism offerings in the city, catering to different visitor preferences and promoting longer stays. Sam believes that offering more varied experiences, beyond the luxury focus, can attract a wider range of tourists, thereby boosting Macau’s global profile.  

Addressing legislative and governance challenges  

On the legislative front, Sam advocated for greater transparency and efficiency within Macau’s government. He highlighted the need for inter-departmental cohesion and coordination when drafting new laws.   

Additionally, Sam mentioned that some of Macau’s existing laws are outdated, calling for a review to adapt them to modern-day needs. He aims to create a more responsive and effective government that can better meet the challenges of Macau’s post-handover era.??

Social stability and population issues  

Sam also touched on social issues, such as Macau’s ageing population and the declining birth rate. He proposed increasing government support for elderly citizens, acknowledging their contributions to society. He called for greater engagement with senior associations to better understand and meet their needs.   

On the matter of encouraging younger generations to marry and have children, Sam suggested fostering communication between parents and their children to highlight the importance of family life in maintaining social stability.  

Hengqin development and international trade  

Sam reaffirmed his commitment to furthering Macau’s role in the development of the Guangdong-Macau In-Depth Cooperation Zone in Hengqin. He also discussed enhancing Macau’s position as a platform for international trade, particularly between Portuguese-speaking countries and China. This initiative ties into his broader strategy to integrate Macau into China’s national development agenda, capitalising on its unique cultural and economic links.?
